One Down 25 to Go: Noted Sex Offender Sells House and Leaves Family Neighborhood in Highlands Ranch, Colorado

Yes, it is official. The house on Red Oakes and Salford in Highlands Ranch is no longer home to a registered sex offender. The house was sold this week and is in the hands of a new owner. For now we are celebrating the decision by the prior owners to move from our family neighborhood. The right decision was finally made and our neighborhood has become one step safer for our children.

Unfortunately though, he wasn’t the only sex offender in our neighborhood. We still have many left. Our goal of course is to inform each of you as to who they are and to where they live. We hope to see them leave in time as well.

Unfortunately, according to the incredible and informative Douglas County Unified Sex Offender Registry at http://apps.douglas.co.us/apps/soso/initPublicOffenderSearch.do there are 92 Offenders within Douglas County as of 3-23-2007. 25 of them are in Highlands Ranch.

We have provided a list below of those within Highlands Ranch as of 3-23-2007. This list was obtained at http://apps.douglas.co.us/apps/soso/initPublicOffenderSearch.do. Simply visit it and limit the search to Highlands Ranch. You can also limit it to find what offenders are living near you. You also have the option of registering to receive an email when a new offender moves into the county. And remember, this list changes frequently and not every offender has to register. As stated at http://apps.douglas.co.us/apps/soso/initPublicOffenderSearch.do it is only these types of offenders who have to register by law:

• An adult convicted of a felony requiring the adult to register pursuant to section 16-22-103;

• An adult convicted of a second or subsequent offense of any of the following misdemeanors:
o Sexual assault as described in section 18-3-402 (1) (e), C.R.S.;
o Unlawful sexual contact as described in section 18-3-404, C.R.S.;
o Sexual assault on a client as described in section 18-3-405.5 (2), C.R.S.;
o Sexual exploitation of a child by possession of sexually exploitive material as described in section 18-6-403 (3) (b.5), C.R.S.;
o Indecent exposure as described in section 18-7-302, C.R.S. Or
o Sexual conduct in a penal institution as described in section 18-7-701, C.R.S.

So, any offender that was found guilty of sex crimes, but of a lesser offense than those just listed will not be required to register. Yet, those convicted of lesser crimes are still made known to the public. As stated at http://apps.douglas.co.us/apps/soso/initPublicOffenderSearch.do “If a registered sex offender resides in Douglas County but does not qualify by State statute to be placed on this website, their information is still available on the local law enforcement Registered Sex Offender Registry.” The addresses for where this information is available can be found at http://apps.douglas.co.us/apps/soso/initPublicOffenderSearch.do

So, remember that this information is out there and is on the public record. Hence, it is your right to access it and make it known to those you know in order to protect your family. Keep in mind though, as is also stated at http://apps.douglas.co.us/apps/soso/initPublicOffenderSearch.do, “This information is provided to the public so that individuals and families may make informed decisions with respect to potential risks within their vicinity. This information is not provided for any type of individual retribution, retaliation, discrimination, harassment or additional punishment against any person convicted of unlawful sexual behavior or of another offense with the underlying factual basis involving sexual behavior. Law Proposed To Require Sex Offenders to Register Their E-Mail and Instant Messaging Addresses with Law Enforcement Authorities

Very much necessary and very much overdue. I'm glad they mentioned that even recent members of congress (former Republican House member from Florida, Mark Foley) engage/d in sex crimes against children. Perhaps this is why a bill like this has taken so long to come up.

In relation, this seems like a good move, but not far enough. I say it's high time to have a national registry for ALL individuals who commit sex crimes against children. Not just CERTAIN felons. Every person has a right to know (in an easy way) ALL of those around them that have committed such crimes. Until such time as strict laws are put forth, as we've seen in our own neighborhood, the loop holes for convicts to hide through are plentiful.

But hey, it doesn’t take much to figure out how to get a new email address!!! Is congress so unattached from reality to know that an email address is probably one of the least fixed identification means for a person?! We need to go farther than this. Let’s hope this measure isn’t simply another window dressing proposal.

Lawmakers take aim at sex offenders on Internet

WASHINGTON (Reuters) - U.S. lawmakers on Tuesday proposed requiring sex offenders to register their e-mail and instant messaging addresses with law enforcement authorities in a bid to protect children using popular social Internet sites like MySpace.

The legislation introduced in the U.S. Senate and House of Representatives also would require the Justice Department to develop a system that would allow commercial social networking Web sites to check members' addresses against individuals listed in the National Sex Offender Registry.

Violators who fail to comply with registering their online communication identities would face up to 10 years in prison under the bill. If the offender was on supervised release from prison, the individual's probation would be revoked.

The measure would also make it a crime for anyone over the age of 18 to misrepresent their age for the purpose of luring a minor over the Internet for illegal sexual conduct.

The move comes as MySpace, owned by News Corp., has boosted efforts to block convicted sex predators from the site. Earlier this month, the families of five girls abducted by adults they met on MySpace sued the company for negligence.

"Many children who access the Internet in a safe environment -- such as their home or school -- forget that they are sharing personal information with complete strangers," said Sen. John McCain (news, bio, voting record), an Arizona Republican and co-sponsor of the bill.
He said MySpace and another popular site, Facebook, have endorsed the measure.

"This bill provides social networking sites, which are an increasingly popular way for kids to connect with their friends, with one more tool to help keep our children safe from dangerous predators on the Internet," said Rep. Earl Pomeroy (news, bio, voting record), a North Dakota Democrat who also sponsored the bill.

The legislation also follows the resignation last year of a Republican House member from Florida, Mark Foley, after ABC News reported that he had sent sexually explicit messages to former teen-age male interns, known as congressional pages.

Sex offender data is currently collected by individual state authorities. MySpace and background verification company Sentinel Tech Holdings Corp. developed a technology that combines those registries to help police track some 600,000 convicted sex offenders.

MySpace struck a partnership with Sentinel in December to create the database and has been using it to identify, block or delete the accounts of known sex predators on its service.

Douglas County Releases a New and Improved Comprehensive Sex Offender Search Web Site! Includes Email Notification of New Sex Offenders Near You

Douglas County has developed and released a new website for tracking sex offenders COUNTY-WIDE. This is a first and we have access to the website!

You can access it at:

We were told by a representative at the Douglas County Sheriff’s office that this system is ground breaking and should stand as a model for other counties. You will see why.

The new site features an easy-to-use search interface, built-in mapping and a notification feature for people that register. That means when a new sex offender shows up, you get an email notification with a link to that offender’s info. Parents and concerned citizens need to sign up now!

Many people are unaware that the typical sex offender list only shows sex offenders found guilty of a FELONY sex crime. Those people with misdemeanor convictions do NOT have their information shown online. If you would like to have access to the complete list, you must make the request in person at the Sheriff’s office. The new website shows where these people reside but does not divulge their name, picture etc, as is done with the felons. It is a fantastic tool for finding out more about where the misdemeanor and felony offenders live.

If a person’s personal information (photo, address, etc) is shown on the Douglas County Sex Offender Online Registry, they have been convicted of one or more of the following crimes:

An adult convicted of a felony requiring the adult to register pursuant to section 16-22-103;
An adult convicted of a second or subsequent offense of any of the following misdemeanors:
Sexual assault as described in section 18-3-402 (1) (e), C.R.S.;
Unlawful sexual contact as described in section 18-3-404, C.R.S.;

Their locations are shown on the map but their personal information is not available online.

Take a look at the map we have posted below. The lighter marks are the non-web sex offenders. Pretty scary, isn’t it?

The Town Of Algoma in Wisconsin Passes Tough Sex Offender Restriction: Effectively Bans Any More Sex Offenders from Living There

A good example of what CAN be done. Unfortunately, it takes a community effort. A community effort is what is lacking in Highlands Ranch.

Town of Algoma Passes State's Toughest Sex Offender Restriction

After a unanimous vote, the Town of Algoma says it's the first community to have restrictions on where convicted child sex offenders can live. Almost the entire town is now off-limits to convicted sex offenders.

The Town of Algoma is located in Winnebago County, just west of Oshkosh. In a town of its size, the ordinance effectively bans any more sex offenders from living there. Town leaders say they passed the ordinance to protect its children.

Effective immediately with Wednesday night's vote, child sex offenders cannot live within 2,000 feet of a school, church, park, or any other place where children gather. The ordinance applies to those who committed sex crimes against children under the age of 16.

"We need to protect our children, and that's what it's all about," said Tim Blake, a town supervisor.

The 5-0 vote creates what town leaders say is the first sex offender ordinance of its kind in the state.

"We need to be the trend setters, the torch bearers for this movement, and I hope other communities go forward with this," said Blake.

"It took a lot of courage to do that, because we know we could be facing possible suits," Town Chair Dick Spanbauer said.

Town leaders say they wouldn't be surprised if this is challenged at the state level. If it is, they say paying the legal bills would be a worthwhile expense.

"If that prevents or helps prevent an offender molesting or kidnapping a child, how do you put a price on that?" Spanbauer said.

Town leaders say they expect other communities to follow suit, and years down the road they'll look back with pride knowing they were first.

Thirteen registered sex offenders who already live in the town will not be affected, town leaders said.

On Sept. 26 at 5 p.m., the Douglas County Sheriff's Office assisted the Colorado Bureau of Investigations in executing a search warrant for the residence of Randal David Ankeney, 9708 Red Oakes Drive, Highlands Ranch.

Ankeney, 35, was arrested on a warrant for:

Enticement of a child, 18-3-305 class 3 felony (previous conviction)

Sexual assault on a child, 18-3-405 class 4 felony

Sexual exploitation of a child, 18-6-403 class 3 felony

Bond is set at $1,000,000.

Randal David Ankeney is a registered sex offender. This list is available on the Douglas County Sheriff's Office official Web site at www.dcsheriff.net under "Quick Links Unified Sex Offender List."

The search warrant, arrest warrant and booking records are sealed. This is an active ongoing investigation; therefore no additional information is available.

A Clear Message to Any Supporters of Sex Offenders or Those Listed in this Blog Who Wish to Challenge Our Right to Protect Our Children

I want to make this clear to any supporters of sex offenders or those listed in this blog and those who wish to challenge our right to protect our children: there are no false, fabricated, malicious or fallacious statements on this blog. Everything that is posted is public record. We have a right to post this information in fulfilling our duty to educate concerned, honest, hardworking parents. So, though you may be tempted to challenge (as recent threats attempted to do) our legal obligations to educate, you will do so only in an attempt to squash free speech and create fear. Fear may silence and make some people cower, but those fully committed to the cause of protecting our children will not go away. If you believe in this system, you will accept the job the system did convicting a person of crimes committed. You will also accept the right and duty of parents and tax paying citizens to educate their fellows regarding serious issues of concerns. Again, some may cower from such a duty but we will not. Should we do so, fear, intimidation, the death of truth, and the death of the most important cause in the world – protecting our children - will win. This is a battle those truly committed to will not simply cower and give up on. Also, I encourage you to instead spend your efforts and time on going to the public information sources we used. So, in other words, going to the source and challenging the truth and validity of information provided by the Courts of Colorado, State Sex Offender Agencies, Newspapers and Police Departments. Because, in the end, the information provided by the preceding entities will remain regardless of what you attempt to do to our presence. So, though you’d be tempted to come to the messenger, the information will exist well beyond our efforts.
