Law Proposed To Require Sex Offenders to Register Their E-Mail and Instant Messaging Addresses with Law Enforcement Authorities

Very much necessary and very much overdue. I'm glad they mentioned that even recent members of congress (former Republican House member from Florida, Mark Foley) engage/d in sex crimes against children. Perhaps this is why a bill like this has taken so long to come up.

In relation, this seems like a good move, but not far enough. I say it's high time to have a national registry for ALL individuals who commit sex crimes against children. Not just CERTAIN felons. Every person has a right to know (in an easy way) ALL of those around them that have committed such crimes. Until such time as strict laws are put forth, as we've seen in our own neighborhood, the loop holes for convicts to hide through are plentiful.

But hey, it doesn’t take much to figure out how to get a new email address!!! Is congress so unattached from reality to know that an email address is probably one of the least fixed identification means for a person?! We need to go farther than this. Let’s hope this measure isn’t simply another window dressing proposal.

Lawmakers take aim at sex offenders on Internet

WASHINGTON (Reuters) - U.S. lawmakers on Tuesday proposed requiring sex offenders to register their e-mail and instant messaging addresses with law enforcement authorities in a bid to protect children using popular social Internet sites like MySpace.

The legislation introduced in the U.S. Senate and House of Representatives also would require the Justice Department to develop a system that would allow commercial social networking Web sites to check members' addresses against individuals listed in the National Sex Offender Registry.

Violators who fail to comply with registering their online communication identities would face up to 10 years in prison under the bill. If the offender was on supervised release from prison, the individual's probation would be revoked.

The measure would also make it a crime for anyone over the age of 18 to misrepresent their age for the purpose of luring a minor over the Internet for illegal sexual conduct.

The move comes as MySpace, owned by News Corp., has boosted efforts to block convicted sex predators from the site. Earlier this month, the families of five girls abducted by adults they met on MySpace sued the company for negligence.

"Many children who access the Internet in a safe environment -- such as their home or school -- forget that they are sharing personal information with complete strangers," said Sen. John McCain (news, bio, voting record), an Arizona Republican and co-sponsor of the bill.
He said MySpace and another popular site, Facebook, have endorsed the measure.

"This bill provides social networking sites, which are an increasingly popular way for kids to connect with their friends, with one more tool to help keep our children safe from dangerous predators on the Internet," said Rep. Earl Pomeroy (news, bio, voting record), a North Dakota Democrat who also sponsored the bill.

The legislation also follows the resignation last year of a Republican House member from Florida, Mark Foley, after ABC News reported that he had sent sexually explicit messages to former teen-age male interns, known as congressional pages.

Sex offender data is currently collected by individual state authorities. MySpace and background verification company Sentinel Tech Holdings Corp. developed a technology that combines those registries to help police track some 600,000 convicted sex offenders.

MySpace struck a partnership with Sentinel in December to create the database and has been using it to identify, block or delete the accounts of known sex predators on its service.

Douglas County Releases a New and Improved Comprehensive Sex Offender Search Web Site! Includes Email Notification of New Sex Offenders Near You

Douglas County has developed and released a new website for tracking sex offenders COUNTY-WIDE. This is a first and we have access to the website!

You can access it at:

We were told by a representative at the Douglas County Sheriff’s office that this system is ground breaking and should stand as a model for other counties. You will see why.

The new site features an easy-to-use search interface, built-in mapping and a notification feature for people that register. That means when a new sex offender shows up, you get an email notification with a link to that offender’s info. Parents and concerned citizens need to sign up now!

Many people are unaware that the typical sex offender list only shows sex offenders found guilty of a FELONY sex crime. Those people with misdemeanor convictions do NOT have their information shown online. If you would like to have access to the complete list, you must make the request in person at the Sheriff’s office. The new website shows where these people reside but does not divulge their name, picture etc, as is done with the felons. It is a fantastic tool for finding out more about where the misdemeanor and felony offenders live.

If a person’s personal information (photo, address, etc) is shown on the Douglas County Sex Offender Online Registry, they have been convicted of one or more of the following crimes:

An adult convicted of a felony requiring the adult to register pursuant to section 16-22-103;
An adult convicted of a second or subsequent offense of any of the following misdemeanors:
Sexual assault as described in section 18-3-402 (1) (e), C.R.S.;
Unlawful sexual contact as described in section 18-3-404, C.R.S.;
Sexual assault on a client as described in section 18-3-405.5 (2), C.R.S.;
Sexual exploitation of a child by possession of sexually exploitive material as described in section 18-6-403 (3) (b.5), C.R.S.;
Indecent exposure as described in section 18-7-302, C.R.S.;
Sexual conduct in a penal institution as described in section 18-7-701, C.R.S.

If they have only had a single conviction they are NOT required to be listed on the website. These people are shown on the complete list available from the Sheriff’s office and shown on the new website as “Non-Web Eligible Sex Offender”.

Their locations are shown on the map but their personal information is not available online.

Take a look at the map we have posted below. The lighter marks are the non-web sex offenders. Pretty scary, isn’t it?
